COM. VRIGU BHATTACHARJEE NOMINATED AS MEMBER JCM NATIONAL COUNCIL

Sub: - Grant of Flood Advance and other Financial Assistance for the staff including Gramin Dak Sewaks and Casual, Part-Time, Contingent employees who suffered substantial loss during the recent flood in Tamilnadu – Reg.
           
As you are aware that, there was torrential rain and catastrophic flood in Tamilnadu for the past three weeks and almost the Chennai City is devastated. Likewise, many areas viz. Cuddalore, Kanchipuram, Tiruvallur Districts and Puduchery union territory are the most affected parts of Tamilnadu during the recent flood. Water logged even in Airport, Railway Stations, National Highways etc. and almost every connecting link is severed and no vehicle service for the past several days in the City . National Disaster Management Team, Army, Navy and Air Force personnel are deployed for rescue operations and death toll crosses 188, as per official figure.

The Prime Minister of India recently visited Tamilnadu to make a personal survey of flood affected areas, described this as a National Disaster and announced Rs. 1000 Crores as immediate relief from the National Disaster Response Fund for rehabilitation works. The Tamilnadu State Govt. and Puduchery Union territory Govt. have announced the above mentioned areas as flood affected and various kinds of assistances/relief are extended to the affected people.

It is therefore requested to take necessary action so as to grant natural calamity advance to all the affected Central Government Employees, including Gramin Dak Sewaks and Casual, Part-time and Contingent employees, those who are residing in the flood affected Districts of Tamilnadu State.

Moreover, it is requested to take suitable action to grant Financial Assistance liberally to those officials/GDS/Casual Labourers who suffered with substantial loss of movable and immovable properties due to flood.

INDEFINTE STRIKE FROM 1ST WEEK OF MARCH 2016

Meeting of the National Joint Council of Action (Railways, Defence and Confederation) was held on 08.12.2015 at JCM National Council Staff Side office, New Delhi. Detailed deliberations on 7thCPC related issues (including Gramind Dak Sewaks and Casual, Contract and daily-rated workers) was held and a Common charter of demands was finalized. It is further decided that the NJCA shall go on indefinite strike from the 1st week of March 2016, if the Government fails to reach a negotiated settlement with the staff side before 1st week of February 2016. A letter intimating this decision will be given to the Government shortly along with the common charter of demands. Letter to Government and charter of demands will be published in the website within two days.

PROTEST DEMONSTRATION CONDUCTED IN FRONT OF O/O CPMG, TN ON 24.11.2015 BY TN CONFEDERATION - PHOTOS

At the call of the Confederation of CG Employees Tamilnadu State Committee, a massive protest demonstration was held at the premises of Chief PMG,TN at Chennai on 24.11.2015. Confederation State President Co. J.Ramamurthy (postal) and State General Secretary Com. M.Duraipandian (A.G.'s office ) addressed and called upon the employees to get ready for struggles to change the retrograde recommendations of 7th CPC. Employees from Postal, Income Tax, Audit, Kalpakkam Atomic Energy, Sasthri Bhawan and Rajaji Bhawan C.O.C.,Printing & stationery, CGHS etc. attended. Pensioners at the call of AIPRPA also attended in good number despite flood conditions in Chennai.

தமிழக மகா சம்மேளனத்தின் மாநிலத் தலைவர் தோழர். J . இராமமூர்த்தி தலைமை வகித்து ,  அஞ்சல் கணக்குப் பிரிவு ஊழியர்கள் படும் அவதி குறித்தும் , அதன்  பொது மேலாளர்   Ms . ஜானகி அனந்த கிருஷ்ணன் அவர்களின் சட்ட விரோத, ஊழியர் விரோத நடவடிக்கைகள் குறித்தும் விளக்கிப் பேசினார். மேலும்  தொடர்ந்து  NFPE  சம்மேளனத்தின் மூலமும் , மகா சம்மேளனத்தின் மூலமும் எடுத்து வரும் நடவடிக்கைகள்  குறித்து விளக்கி  பேசினார். அந்த அம்மையார்  நிச்சயம் உடனடி இடமாற்றம் செய்யப் படுவார் என்று  தலைமையிலிருந்து தகவல்கள் வந்துள்ளன என்றும் , இத்தனை இன்னல்களையும் தாங்கிக் கொண்டு போராடும் தோழர் / தோழியர்களின்  முயற்சி நிச்சயம் வெற்றியடையும் என்றும்  கூறினார்.

.பின்னர்  மகா சம்மேளனத்தின்  மாநிலப் பொருளாளரும்  ITEF (வருமான வரித்துறை ) மாநிலத் தலைவருமான தோழர். S . சுந்தரமூர்த்தி அவர்கள் கண்டனப் பேருரை நிகழ்த்தினார். போராடும் ஊழியர் சங்கத் தலைவர்களை அழைத்துப் பேசி உடன் பிரச்சினை தீர்க்கப் படவில்லை என்றால் போராட்டம் விரிவு படுத்தப் படும் என்று அர்வித்தார். மேலும்  நமது பொதுச் செயலர் தோழர் துரைபாண்டியன் அவர்கள்  அஞ்சல் துறை  அமைச்சர் திரு. ரவி சங்கர் பிரசாத் அவர்களுக்கு இது குறித்து புகார் அனுப்பியுள்ளதாகவும் விரைவில்  GM FINANCE இடமாற்றம் செய்யப் படுவது உறுதி என்றும் தெரிவித்தார்.

இதன் பின்னர்  , AIPAEA (கணக்குப் பிரிவு ஊழியர் சங்கம் ) அகில இந்திய தலைவரும் மாநிலத் தலைவருமான  தோழர். சந்தோஷ்குமார் , NFPE  இன் உதவிப் பொதுச் செயலர் தோழர் . N .G . ஆகியோர் வாழ்த்திப் பேசினார் . முடிவில்  ராஜாஜி பவன்  மத்திய அரசு ஊழியர் சங்கங்களின்  கன்வீனர் தோழர் . பாலசுந்தரம் நன்றி நவில  ஆர்ப்பாட்டம் இனிதே முடிவுற்றது. ஆர்பாட்டத்தின் கணக்குப் பிரிவு ஊழியர்  சங்கத்தை சார்ந்த  பெண் ஊழியர்கள் அதிக அளவில் கலந்து கொண்டது பாராட்டத் தக்கது.  மத்திய அரசு ஊழியர் பகுதியில் இருந்தும்   அஞ்சல்  NFPE  உறுப்புச் சங்கங்களில் இருந்தும்  சுமார் 300 ஊழியர்கள் கலந்துகொண்டு  கண்டன ஆர்ப்பாட்டத்தை சிறப்பித்தனர் .PRINT  மற்றும் ELECTRONIC  MEDIA  வில் இருந்து  அதிக அளவில் நிருபர்கள் கலந்து கொண்டனர் என்பது குறிப்பிடத் தகுந்தது.

நமது பொதுச் செயலரின் முயற்சியாலும், NFPE சம்மேளனத்தின் முயற்சியாலும் ஏற்கனவே  G M FINANCE அம்மையாரின் இடமாற்றல் உத்திரவுக்கான கோப்புகள் அஞ்சல் துறை பகுதியில் இருந்து  TELECOM  DEPT . பகுதிக்கு சென்று  கடந்த 13.05.2015 அன்றே இடமாற்ற உத்திரவு இடப்பட்டது ஆனால் இந்த உத்திரவு அம்மையாரின்  " அல்லா  குல்லா " வேலைகளால் நிறுத்தி வைக்கப் பட்டிருந்தது. தற்போது  இன்று வெளியிடப்பட்டது . அதன் நகல்  கீழே அளித்துள்ளோம்.

Confederation’ s half-a-day walk-out programme and Mass Dharna stands DEFERRED

Consequent on the meetings held with Postal Directorate & Minister of Communications, Postal Joint Council of Action (PJCA) comprising National Federation of Postal Employees (NFPE), Federation of National Postal Organisations (FNPO), All India Postal Employees Union GDS (NFPE) and National Union of GDS have decided to DEFER the  Indefinite strike earlier proposed from 06.05.2015.

In the wake of above development the proposed “Confederation’ s half-a-day walk-out programme and Mass Dharna and Demonstrations in front of selected Post offices/RMS offices throughout the country on 7th May 2015 stands DEFERRED.

Dear Comrades,
               As you are aware, more than five lakhs Postal and RMS employees including Gramin Dak Sevaks and Casual, Part-time, Contingent employees, under the banner of Postal Joint Council of Action (PJCA) comprising National Federation of Postal Employees (NFPE), Federation of National Postal Organisations (FNPO), All India Postal Employees Union GDS (NFPE) and National Union of GDS have decided to go on nationwide indefinite strike from 6th May 2015.  Main demands are (1) No Corporatisation or privatisation of Postal Services, (2) Inclusion of GraminDak Sevaks under 7th CPC and  grant of Civil Servants status with all benefits.  (3) Implementation of Cadre-Restructuring agreement and (4) Settlement of other cadre-related issues.
               Confederation National Secretariat meeting held on 28-04-2015 at New Delhi, has decided to extend full support and solidarity to the Postal strike.  Accordingly the following decision was taken:
               ALL CENTRAL GOVT.EMPLOYEES BELONGING TO ALL AFFILIATED FEDERATIONS/UNIONS/ASSOCIATIONS OF CONFEDERATION SHALL CONDUCT HALF-A-DAY’S WALK-OUT PROGRAMME AND SHALL ORGANISE MASS DHARNA AND DEMONSTRATIONS IN FRONT OF SELECTED POST OFFICES/RMS OFFICES THROUGHOUT THE COUNTRY ON 7TH MAY 2015 THURSDAY ie; THE SECOND DAY OF THE STRIKE.  If the strike is prolonged due to the negative attitude of the Government, the Confederation shall decide and declare further course of action.
               All affiliated organisations and C-O-Cs are requested to take necessary action to implement the above programme successfully at all centres.

RESOLUTION ADOPTED AT THE MASSIVE RALLY AT JANTAR MANTAR (PARLIAMENT STREET) ON 28 APRIL 2015

NATIONAL JOINT COUNCIL OF ACTION OF CENTRAL GOVERNMENT EMPLOYEES

RESOLUTION ADOPTED AT THE MASSIVE RALLY AT JANTAR MANTAR (PARLIAMENT STREET) ON 28 APRIL 2015

The massive congregation of the representatives of Central Govt Employees who have come from various parts of the country held at Jantar Mantar before the Indian Parliament on 28-04-2015 decided to commence the indefinite strike action from 23rd November 2015 from 6 AM having failed to elicit any positive response from the Government in settlement of the 10 point Charter of Demands submitted months back. It was also decided that the Railways and Defence organizations will conduct the strike Ballot as per the provision of the Industrial Disputes Act and Recognition Rules before commencing the strike from 23-11-2015.

The massive gathering adopted the resolution unanimously exhorting the central Govt. Employees to prepare for the eventual strike action in all earnestness and make it a historic one.

The meeting congratulates the employees for forging exemplary unity and carrying out various programmes chalked out by the National Joint Council of Action (NJCA) after the national convention on 11th December 2014. Even though the Govt. was compelled to set up the 7th CPC on account of the sanctions generated through the action programmes, Govt. has refused to grant Interim Relief and merger of DA and excluded the Gramin Dak Sewaks of the Postal Department from the ambit of the 7th CPC.

It is a matter of regret that in spite of public admission of non-privatisation of Indian Railways by Prime Minister of India and assurance of Minister of Railways on various occasions, including Parliament, Dr. Deb Roy Committee had submitted a report which is a clear roadmap for privatisation of IR. 

The meeting noted that the Government has purposely ensured the closure of Joint Consultative   
Machinery, the negotiating forum set up in 1966 for Central Government Employees to discuss and bring about settlement of their demands.

The meeting chaired by Secretary (Personnel) on 25th February 2015  did not bring about settlement on any single issue of the Charter of Demands.

The meeting unanimously decided to demand before the Government to convene the meeting of National Council, JCM immediately and settle the following charter of demands, if at all it wants to avoid confrontation with its own employees.

CHARTER OF DEMANDS:

1.    Effect wage revision of the Central Government Employees from 01.01.2014, accepting the memorandum of the Staff Side JCM; ensure 5-year wage revision in future; grant Interim Relief and Merger of 100% of DA. Ensure submission of the 7th CPC report within the stipulated time frame of 18 months; include the Grameen Dak Sewaks within the ambit of the 7th CPC.  Settle all anomalies of the 6th CPC.

2.    No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services.

3.    No Ban on recruitment/creation of post.

4.    Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.

5.    No outsourcing; contractorisation, privatisation of governmental  functions; withdraw the proposed move to close down the Printing Presses; the publication, form store and stationery departments and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices.

6.  Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.

7.    Remove the arbitrary ceiling on compassionate appointments.

8.    No labour reforms which are inimical to the interest of the workers.

9.    Remove the ceiling on payment of Bonus.

10. Ensure five promotions in the service career.


The meeting authorized the National JCA to take appropriate and necessary steps needed to make the indefinite strike beginning from 23rd November 2015 an unprecedented and grand success.

NATIONAL JOINT COUNCIL OF ACTION DECLARES NATIONWIDE INDEFINITE STRIKE FROM 23RD NOVEMBER 2015


PRESS STATEMENT

            We send herewith a copy of the resolution adopted by the massive rally of the Central Government employees held today 28.4.2015 at Jantar Mantar. New Delhi declaring that if no settlement is brought about  on the ten points charter of demands, the Central Government employees in all the De-departments of the Government of India will go on indefinite strike action from 23.11.2015.

            The rally was held under the chairmanship of Shri M. Raghavaiah, General Secretary, National Federation of Indian Railwaymen.  Shri Shiv Gopal Mishra convenor of the NJCA conducted the proceedings.   The resolution was moved by Com. K.K.N. Kutty, President, Confederation of Central Government employees and workers, New Delhi.  Besides, the Chairman and Convenor of the NJCA, the other who spoke at the rally include S/Shri Rakal Dasgupta, President, All India Railwaymen Federation, Guman Singh and Bhatnagar of the National Federation of Indian Railwaymen, Shri M. Krishnan, Secretary General, Confederation of Central Government employees and workers, R.N. Parashar, Secretary General, National Federation of Postal Employees, Shri D. Theagarjan, Federation of National Postal organisations, Shri Sreekumar and Pahak of All India Defence Employees Federation, Srinivasan of the Indian National Defence Workers Federation, Harbhajan Singh Sidhu, General Secretary, HMS and many others. It was decided that the Railway and Defence Federation will take the strike ballot in the month of October, 2015.  More than a lakh of workers participated in the rally.  The copies of the resolution were handed over to the honourable Speaker, Lok Sabha and the Honourable Prime Minister by a delegation of the National Joint Council of Action
